Forthosewhoaregrapplingwithaddiction,abuseisadiseasethatmustbetreatedonthebasisofevidence,eMemberStatestodevotemoreattentiontoearlydetection;todomoretopreventthespreadofdisease--particularlyHIVandhepatitis--throughdruguse;totreatallformsofaddiction;andtointegratedrugtreatmentintothemainstreamofpublichealthandsocialservices.
